Dorothy E. Welch, 95, of Phoenix, NY, passed away Tuesday, February 24, 2026, at Bishop Rehab & Nursing Center. Born in Fulton, she was a daughter to the late Gilbert and Rose (Kitney) Cummins. Dorothy was a graduate of Fulton High School and worked for General Electric for several years. She also worked with her former husband at Laws Exterior Supplies. Dorothy was a long time member of the First United Church of Fulton. She enjoyed playing cards, and dominoes, traveling and going to tractor shows with her husband, Richard. Dorothy and Richard would also go out square dancing. Above all, Dorothy loved her children and grandchildren. She was predeceased by her first husband, Herbert Laws and her brother, Gilbert Cummins.
Surviving are her husband of 37 years, Richard Welch; children, James Laws, Roxanne (Kevin) Seeber, Gail (Greg) Souders, Ron (Norma) Welch, Gerald Welch, Connie (Randy) Hoyt; several grandchildren and great grandchildren.
There will be a graveside service in the spring at Mt. Adnah Cemetery. Foster Funeral Home has care of arrangements.
