dedicated public servant, a beloved family man, and a friend to all. Known for his
infectious laughter and unwavering commitment to others, Jose leaves behind a legacy
of service, kindness, and a life well-lived across two nations.
A Journey of Duty and Dedication
Born on August 27, 1951, in Iloilo, Philippines, to Agripino Funtillon and Leonarda
Aragon, Jose’s journey was defined by his desire to protect and lead. He pursued his
education at Cagayan de Oro College before answering the call of duty.
In 1974, Jose entered the Integrated National Police, where he served with distinction
for 12 years. This chapter of his life forged a character defined by discipline and a deep
sense of responsibility to his fellow citizens.
In 1987, Jose moved to Laoag City, Ilocos Norte, where he deeply rooted himself in the
community. He was a valued employee of the Laoag City Government and eventually
looked to serve his neighbors directly as a Barangay Councilor.
Serving three successful terms, Jose became a pillar of his Barangay. He was
cherished for being Jolly and approachable, A natural connector with his excellent
public relations skills, he fostered a sense of unity among his constituents. Deeply
Committed he was tireless in his work, genuinely loving the people he stood for.
New Horizons in Washington
In 2012, Jose began a new chapter, migrating to Washington State. Even in a new
environment, his "jolly" personality and friendly nature remained unchanged, allowing
him to create a warm home and a new community of friends in the United States while
staying close to his beloved family.
A Devoted Family Man
Above all his professional achievements, Jose’s heart belonged to his family. He shared
51 beautiful years of marriage with his devoted wife, Cecilia Sarandi Funtillon. He was a
proud and loving father to his daughter, Joanna Funtillon Tamayo, and a dear father-in-
law to Dennis Tamayo. His greatest joys were his grandsons, Jan Baldwin Tamayo and
Jaden Han Tamayo, who will carry forward their grandfather’s spirit of joy and
dedication.
“A Life that touches others goes on forever.”
Jose’s presence will be deeply missed by his family, friends and the many communities
